PPS14 to PPS21: Planning In The Countryside APS Architects are experienced in dealing with Rural Planning Applications, and view the replacement of Rural Planning Policy Statement PPS14 with Planning Policy Statement (PPS)21 as a welcome relaxation to Rural Planning.
PPS21 is published in draft for now, and there will be a consultation period of a few weeks during which time the public will be invited to comment. What are the Main Changes within PPS21?:
• It is no longer necessary to have a large farm in order to qualify for a house • The criteria applied to replacement dwelling applications have been relaxed • Vernacular non-residential buildings can, in some circumstances be converted into dwellings • Social housing groups of up to 14 dwellings will be permitted • The infilling of gaps between houses could be allowed where no more than 2 houses are possible • Personal circumstances will be considered in assessment of applications • Each application will need to be supported by a planning statement which will have to be policy based and persuasive
What Now? You are probably now asking; • What is going to happen to the live applications which are stuck in the planning pipeline? • What will happen the applications refused permission based on the old PPS14? • Can you get a house passed?
